Project Name: Proposed Grid-Interactive 100 MW Solar

Photovoltaic Power Project in Trincomalee

Objective of the Project: The project aims to develop a 100 MW (peak) grid-interactive solar photovoltaic power plant in Trincomalee to generate clean, renewable electricity for supply to Sri Lanka’s national grid, supporting the country’s transition to sustainable energy. As the project area includes lands under the jurisdiction of the Department of Forest Conservation, an Initial Environmental Examination (IEE) was required. The objective of the assignment was to prepare the IEE report in accordance with the Terms of Reference (TOR) issued by the Forest Department, ensuring that the proposed development adheres to all relevant environmental regulations and safeguards.

General: EML Consultants prepared the IEE by evaluating project alternatives and studying baseline environmental and social conditions in the proposed project area. The team assessed the impacts of project activities on the surrounding environment and community and recommended practical mitigation measures. An extended cost-benefit analysis was also carried out. Finally, a comprehensive Environmental Management and Monitoring Programme was developed to manage and track environmental performance during all project stages. The IEE was prepared in accordance with the TOR issued by the Forest Department and aligned with national environmental requirements.

Project Name: Environmental Impact Assessment (EIA) for the Proposed 100 MW Solar Park in Siyambalanduwa and 132kV Transmission Line to Monaragala

Objective of the Project: To conduct a comprehensive Environmental Impact Assessment (EIA) in accordance with the Forest Ordinance and national environmental regulations for the development of a 100 MW solar power park and associated 132kV transmission line from Siyambalanduwa to Monaragala. The project aims to support Sri Lanka’s national energy strategy by harnessing solar power using marginal lands and ensuring environmental sustainability through regulatory compliance.

General: As part of the Government of Sri Lanka’s strategy to expand the renewable energy sector and reduce reliance on fossil fuels, the Ministry of Power and Renewable Energy initiated a large-scale solar park development in the Monaragala District. The proposed project involves:

• A 100 MW solar park on approximately 500 acres of land managed by the Department of Forest Conservation (DFC) in Siyambalanduwa.

• Construction of a 132kV transmission line spanning approximately 25 km from Siyambalanduwa to Monaragala.

Due to the project’s location within forest land, it is subject to environmental scrutiny under the Forest Ordinance. Accordingly, the Forest Department required a full Environmental Impact Assessment to grant the necessary environmental clearance.

EML Consultants conducted the EIA by first defining the scope with the Forest Department and carrying out field surveys in the 500-acre project area and along the 25 km transmission line. The team assessed environmental, social, and ecological impacts during all project stages. They held consultations with local communities and authorities in Siyambalanduwa and Monaragala. Over 20 field visits were conducted, supported by lab tests and GIS analysis. Based on the findings, an Environmental Management Plan (EMP) was prepared with clear mitigation and monitoring measures. The final EIA report was submitted as per the Forest Department’s requirements, meeting all necessary standards.

Avifaunal Impact Assessment for Proposed Wind Power Projects in the Mannar Region

Objective:

To conduct a comprehensive one-year avifaunal study to assess the potential ecological impacts of proposed wind power developments in Mannar, with a specific focus on migratory birds under the Central Asian Flyway (CAF). The study aimed to identify critical habitats, evaluate potential risks to bird and bat populations from wind turbines and transmission lines, and recommend effective mitigation measures. The findings support scientifically informed and environmentally responsible decision-making for wind energy development in this ecologically sensitive region.

Description of the Project:

This assignment supported the Environmental Impact Assessment (EIA) process for two proposed wind power developments in the Mannar region—an area of international importance for migratory birds.

  1. Mullikulam Wind Farm and Grid Connecting Transmission Line (Mainland Mannar):
  • Installation of 34 wind turbines
  • Construction of a new collector substation near Kal Aaru
  • Installation of collector cables linking turbines to the substation
  • Construction of a 29 km, 220 kV transmission line connecting to the Puthukamam Grid Substation
  1. Mannar Wind Power Project – Phase I Extension (Mannar Island):
  • Addition of 21 wind turbines to the existing Thambapavani Wind Farm
  • Installation of collector cables to link turbines to the Nadukkuda collector substation
  • Use of the existing 220 kV transmission line for grid connection
