Project Overview

  • The scope of this assignment focused on strengthening Sri Lanka’s Disaster Risk Reduction (DRR) framework by addressing existing gaps, improving institutional coordination, and proposing practical and actionable policy amendments. This was undertaken through a structured process that combined a comprehensive desk review of existing Standard Operating Procedures (SoPs) and relevant publications, dissemination of key findings to inform and engage stakeholders, and the facilitation of provincial and national-level dialogues to assess prevailing DRR practices and coordination challenges. The assignment also involved mapping the roles and responsibilities of institutions engaged in DRR across different levels of government, identifying gaps, overlaps, and opportunities for policy improvement, and translating these insights into a concise policy brief. The policy brief was subsequently validated with technical experts and policymakers to ensure its relevance and feasibility, and was finalized and submitted to national-level decision-makers in Sinhala, Tamil, and English for consideration.
